This exists because of forms. Somebody has asked for a passport, a payslip, a utility bill or a signed page as a PDF, the only camera to hand was an iPhone, and the iPhone produced a HEIC that the form rejects twice over: wrong format, and not a document.
What happens here is a container swap rather than a conversion. The photograph is decoded, placed on a page sized to the picture itself, and written into a PDF. Nothing is scaled, nothing is padded out to A4, and no white border appears around your photo, because a page that is the shape of the image is the one that prints and reads predictably.
It is worth being clear about what this does not do. The result is a picture of a document, not a document: the words in it cannot be selected, searched or copied, because they were never text to begin with. Nothing here does OCR. If you need the words back, that is a different job and an honest tool will say so rather than sell you this one.

Questions about HEIC to PDF
Can I put several photos into one PDF?
Not on this page, which gives you one PDF per photo. That is usually wrong for a form asking for a document: a three-page contract photographed on a phone should arrive as one attachment. <a href="/images-to-pdf">Images to PDF</a> does that, keeps the order you drag them into, and puts each picture on its own page. Use it whenever the answer to "how many files should they receive" is one.
How large will the PDF be?
A little larger than the photograph, and often much larger than the HEIC you started with. HEIC is roughly half the size of an equivalent JPG, and a PDF cannot hold HEIC, so the image is re-encoded on the way in. A 2 MB HEIC commonly becomes a 4 to 5 MB PDF. If a form caps uploads at 2 MB, compress the photo first and then convert; doing it in that order costs less quality than compressing the PDF afterwards.
Will the page be the right way up?
Yes. The orientation tag an iPhone writes is read and applied before the page is drawn, so a document photographed with the phone on its side comes out upright rather than lying on its edge. This is the failure people notice immediately in converters that skip it, because a sideways passport scan is usually rejected by whoever asked for it.
Why does the form want a PDF at all, if it is just a photo?
Mostly because a PDF has a fixed page size and an image does not. Whoever receives it can print it, stamp it, or bind it with other pages and know exactly what will come out. Some systems also simply refuse anything that is not a PDF, which is the real reason more often than anyone admits. It is rarely about the picture being better; it is about the container being predictable.
